GRREC Emergency Response Project
The purpose of the Emergency Response Project is to protect students and staff by improving the capability of school districts, schools, students and staff to respond to emergency situations. This is accomplished through partnerships with local first responders and state agencies, assessments of risk factors in each school in participating districts, comprehensive training of district and school teams, and resources provided to each participating district and school.

This project is funded by two federal grants from the Office of Safe and Drug Free Schools. The first grant, awarded in September 2005 was for $471,000, and the second grant awarded in September 2006 is for $599,823.

Project Components to Participating School Districts

Assessment of Risk Factors


Each of the schools in both cohorts will receive a Security and Vulnerability Assessment by trained teams using a detailed protocol designed to identify potential problem areas. The completed reports provide school and district officials with a list of improvements to consider in improving student safety.

Training

Nationally recognized experts in areas of safety and emergency response provide training for district teams.

Training in emergency procedures will also be provided to students, teachers and staff of the 77 schools in the Emergency Response Project.

The Emergency Response and Crisis Management grant provides that district team members are to be trained in the following topics:

2. The Basics of Emergency Response and Crisis Management; Incident
Command System (ICS); and National Incident Management System

3. Terrorism & Schools; Intruder Management
4. Student Threat Assessment
5. Dealing with Pandemic Outbreaks

6. Disaster Recovery: the Human Element
7. Crises Communication: The role of the Public Information Officer

Simulations and Tabletop Exercises

Tabletop exercises are emergency simulations designed to enhance the emergency response awareness for school district officials and emergency response teams. These simulations help participants identify the communication, resource, coordination, and organizational elements associated with an emergency response.

Resources Provided to Districts & Schools

School districts have already done much work to insure the safety of students in the event of an emergency. The existing emergency response plan of each participating school district will be analyzed and recommendations made to the district to bring existing plans in compliance with federal and Kentucky standards. These i
nclude recognizing the four phases of crisis management: mitigation/prevention; preparedness; response; and recovery, and the National Incident Management System (NIMS).
Following this process, each district will receive revised and reformatted emergency response plans.

Each classroom will receive an Emergency Procedure Guide designed for quick access and use by teachers in the event of an emergency.
